On December 3, 2020, the 220 kV Laojunmiao West Wind Power Converter Station in Mulei, Xinjiang, an EPC project of CYG Consulting and Engineering Co., Ltd. (a subsidiary of CYG SUNRI, hereinafter referred to as “CYG Consulting and Engineering”), was successfully connected to the grid and put into operation.
The 220 kV Laojunmiao West Wind Power Convergence Station is located in the Laojunmiao wind power fourth planning zone in Mulei Kazakh Autonomous County, Changji Hui Autonomous Prefecture, Xinjiang Uygur Autonomous Region. The capacity of the main transformer is 3 × 240 MVA. Three of the four 220 kV outgoing lines, and ten of the fourteen 110 kV outgoing lines were laid in this phase. 35 kV unit busbars and 6 sets of ±36 MVar dynamic reactive power compensation devices were installed. CYG Consulting and Engineering was responsible for EPC implementation such as project design, procurement, construction and management. CYG SUNRI provided relay protection equipment, monitoring systems, and professional and comprehensive power secondary solutions for the power station. CYG Electric Co., Ltd. (“CYG Electric”) provided cable accessories.
Successful Grid Connection Lays a Solid Foundation for New Energy Transmission
According to the new energy subsidy policy, fifty new energy stations and ten 220 kV convergence stations of the Jiquan DC supporting project in Changji, Xinjiang needed to be put into operation before the end of December 2020. The task of connecting new energy to grids in Changji, Xinjiang was extremely tough. What’s worse, the COVID-19 pandemic hindered the progress of the project. In order to put the project into operation as scheduled, CYG Consulting and Engineering invested all available resources. The project management team overcame difficulties, coordinated the design progress, urged the delivery of equipment, optimized the site construction, and actively and orderly handles all relevant procedures; Designers worked overtime to provide technical support on site throughout the whole process.
Finally, the 220 kV Laojunmiao West Wind Power Convergence Station became the first new energy station of the Jiquan DC supporting project in Changji, Xinjiang that was successfully connected to the grid, winning enough time for other new energy stations to be connected to the grid.
Nine Wind Farm Owners Jointly Built the Project in an Innovative EPC Mode
The 220 kV Laojunmiao West Wind Power Convergence Station was jointly built by nine wind farm owners. This project was also the convergence station with the largest number of co-construction units, the largest capacity connected to the grid, and the largest scale in Xinjiang. The corresponding business relations and site management were extremely complicated and difficult.
For the business relationship in the early stage, the marketers actively coordinated and cooperated with the nine owners to sign business contracts, joint venture agreements and supplementary agreements. Moreover, the marketers made innovative changes to the EPC mode, actively provided value-added services, and further deepen their understanding of EPC business.
For on-site management, the team not only needed to manage downstream suppliers of equipment and construction, but also needed to coordinate suggestions and opinions of all parties, which increased the burden and difficulties of project management. In addition, the project was the largest convergence station in Xinjiang, and the largest project undertaken by CYG Consulting and Engineering. The successful grid-connected operation of the project fully reflected the ability of the management team.

The project is located in a vast gobi desert. Due to the poor construction conditions caused by heavy wind and dust, coupled with the impact of the COVID-19 pandemic, the project could not start as planned. The project team actively coordinated to push forward the progress of the project. While following the pandemic prevention and control policies, the team actively organized the resumption of work and production, and carried out construction in batches and stages. The team raced against time and improved efficiency by management. Finally, it put the project into operation as scheduled and achieved a new success.
